If you think Kerr situaation is bad, Austin, Texas police solved the cold case rape/murder in the 80's of two women. The perpetrator was a Mexican that was now in a Mexican prison for another crime. After negotiations, APD was able to bring this Mexican national back to Texas for trial!! Oh boy, he really couldn't have suffered as much indignity in a Mexican prison and the families of the two women just really needed justice and closure. (sorry, I couldn't find the news article, but I did try).
