When I lived in Gwinnett County, nobody wanted MARTA out there because nobody wanted to give Atlanta and Fulton County the ability to export their problems. I guarantee you that's why MARTA is kept on such a short leash.
Now I live inside the perimeter, and pay the 1% tax to support MARTA. Mind you, I don't actually use MARTA. I don't really see that MARTA has much effect on my part of DeKalb County. Mostly I see the occasional empty 33 or 91 bus cruise by. That's about it.
